This group has been created under American law (Title 50 US Code), which includes these 8 posts:

  6. Ranking Member of the House Intelligence Committee

Why is this group necessary in extraordinary circumstances?

Normally the President should brief the entire Intelligence Committee. But when the circumstances are ‘extraordinary’ and the President feels that the mission may be in danger due to leaking of information, then he takes the help of ‘Gang of 8’.
