The CAB joint secretary election was canceled due to the shock of letters from several district magistrates and clubs. A special general meeting (SGM) was called for the election on July 20. July 12 was the last day to submit nominations for candidacy and representation in the meeting. Just before that, as the head of at least 15 district sports organizations, the District Magistrate and 10 clubs had written to the SGM representatives to comply with the Lodha Act. That is, if the age is over 70 years or if 9 years have passed in the cricket administration, they should not be able to attend the meeting. After the letter bomb, no nominations were submitted for the post of Joint Secretary. Electoral Officer Sushant Ranjan Upadhyay announced that the election was cancelled.
CAB President Sourav Gangopadhyay has called the Emerging General Meeting (Emergency General Meeting) on Wednesday to clear the confusion of the members as to why the election was not held. There was also confusion about that meeting. Many of the protestors were raising questions, will the Lodha law be obeyed in the case of representation in the emergency meeting?
In that situation, CAB’s electoral officer sent a letter to the members. He said that the special general meeting of CAB on July 20 was supposed to be held according to the rules of the Lodha Committee approved by the Supreme Court. The Electoral Officer wrote, ‘CAB has considered Rule 8 (6) of the Constitution. This rule specifically states who is ‘ineligible’. The said ‘ineligible’ cannot sit on any committee of the CAB or be a member of the Apex Council. They cannot be nominees or members. But there is nothing to say that authorized members cannot represent.’
The Electoral Officer also wrote, ‘The last 7 Annual General Meetings and 2 Special General Meetings have been held following this rule. There was no objection raised by any authorized member, any district sports organization. There is no legal error or procedural irregularity in the notification of the special general meeting of CAB on July 20.
Ex-President Abhishek Dalmiya is being removed from the CAB ruling group only after the Electoral Officer sent a letter. It is being said that he did not conduct AGM or SGM as per the rules of Lodha Committee even when he was the President. According to CAB sources, a total of 103 nominations were submitted for participation in the special general meeting. 45 nominations were not submitted. According to CAB emergency meeting attendance conditions, 103 delegates who have submitted nominations can attend Wednesday’s meeting. Remaining 45 delegates should bring authorization letter. The opposition raised questions about it. It is being said that the special general meeting and election were cancelled, how can the people who submitted nominations to participate in the meeting be present in the emergency general meeting based on the same nomination? When the question is about the validity of the whole procedure, how can the meeting be ignored?
However, former CAB president Snehashis Gangopadhyay was telling ABP Live Bangla, ‘Firstly, in this year’s special general meeting, we were asked to submit the appendix along with the nomination because, this time there were elections. If there is no election, there is no point in submitting the appendix. For those who have not submitted the appendix, or for all, where is the problem to attend the Wednesday meeting with the authorization letter? I myself will attend the meeting with the letter despite submitting the appendix from the City Athletic Club.’

Hearing this, Abhishek, son of former CAB president, legendary cricket administrator Jagmohan Dalmia, said, ‘I was the first to introduce Aadhaar update history. If he is so strict, then after the end of his term as president, how can a cricketer come out with 350 fake identity cards?’
